El Comit\u00e9 de Derechos Humanos de Nuevo Laredo A.C. se dirige a Ustedes en representaci\u00f3n del ciudadano LUIS AD\u00c1N RODR\u00cdGUEZ SANTIAGO para denunciar la PRIVACION ARBITRARIA DE LA VIDA de su concubina as\u00ed como de MIRIAM MARIANA FLORES PIZANO, mexicana, menor de edad, con ocho MESES DE EMBARAZO y de los ciudadanos GIOVANY EMANUEL RESENDIEZ BUENROSTRO y SERGIO LEONEL GARCIA RESENDIZ, ambos hijos de FELIPE GARCIA GARC\u00cdA, mexicano, mayor de edad, as\u00ed como de las lesiones graves del propio LUIS AD\u00c1N RODR\u00cdGUEZ SANTIAGO, VER\u00d3NICA PATRICIA TREVI\u00d1O RUB\u00cd, y el menor EDWIN LEONEL TIZANO GARC\u00cdA, este \u00faltimo de 14 a\u00f1os, en una agresi\u00f3n directa atribuida a personal MILITAR de GUARDIA NACIONAL, en hechos ocurridos la ma\u00f1ana del DOMINGO 16 DE ABRIL DEL 2023 a la altura del Kil\u00f3metro 9 del Libramiento Vial MEX II, Carretera Federal Nuevo Laredo-Piedras Negras, en el Municipio de Nuevo Laredo.<\/p>\n\n\n\n
De acuerdo con testimonios de LUIS AD\u00c1N RODR\u00cdGUEZ SANTIAGO, pareja sentimental de la menor MIRIAM MARIANA FLORES PIZANO, ante personal del Comit\u00e9 de Derechos Humanos de Nuevo Laredo, poco despu\u00e9s de las nueve de la ma\u00f1ana sali\u00f3 con un grupo de amigos par hacer un convivio manejando una camioneta tipo Suburban modelo 2001, color guindo y placas de Texas.<\/p>\n\n\n\n
Que transitando en direcci\u00f3n de Sur a Norte por el libramiento vial Mex II se dieron cuenta que una patrulla tipo pick up de la GUARDIA NACIONAL comenz\u00f3 a seguirlos situ\u00e1ndose a unos cincuenta metros de distancia y de manera intempestiva comenzaron a escuchar varios disparos, intentando ponerse a salvo y subiendo a un carril contrario a la circulaci\u00f3n del MEX II.<\/p>\n\n\n\n
Que esta maniobra de protecci\u00f3n a sus vidas hizo que perdiera el control de la camioneta Suburban y chocara, primero, contra un barandal divisorio de carril para finalmente terminar su marcha junto a unos muros de contenci\u00f3n de concreto, en el carril de NORTE A SUR de dicho libramiento.<\/p>\n\n\n\n
Agreg\u00f3 que en la camioneta Suburban viajaban \u00e9l como conductor, as\u00ed como su primo EDWIN LEONEL en el asiento delantero, mientras que MIRIAM estaba en el asiento posterior justo detr\u00e1s del conductor, VER\u00d3NICA en medio y FELIPE pegado a la ventana derecha.<\/p>\n\n\n\n
La v\u00edctima LUIS ADAN RODRIGUEZ SANTIAGO mencion\u00f3 que al detenerse la camioneta por completo todos los ocupantes intentaron protegerse de los disparos que les hac\u00edan al menos tres elementos de GUARDIA NACIONAL, entre ellos, el ARTILLERO que es el militar que regularmente va en la parte posterior de las camionetas, de p\u00ede, en la parte superior y centro de las patrullas.<\/p>\n\n\n\n
Agreg\u00f3 que alcanz\u00f3 a escuchar cuando los guardias nacionales les gritaron a sus amigos; \u201cCORRAN, CORRAN O AQU\u00cd LOS MATAMOS, y luego la v\u00edctima sinti\u00f3 un balazo que le entr\u00f3 por la espalda y le sali\u00f3 por su pecho, mientras que sus amigos tambi\u00e9n resultaron heridos en diferentes partes del cuerpo.<\/p>\n\n\n\n
\u201c YO INTENT\u00c9 CORRER BRINCANDO UNA CERCA DE P\u00daAS Y CUANDO VOLTEE AVER A MIS AMIGOS ESTABAN TODOS TIRADOS, Y LUEGO BUSQU\u00c9 A BUSCAR A MI SE\u00d1ORA (MIRIAM) Y SOLO ESCUCH\u00c9 QUE ME GRITABA WICHO ME DIERON WICHO, Y LE RESPOND\u00cd EST\u00c1S BIEN Y CUANDO ME DIRIG\u00cd HACIA ELLA ESTABAN LOS MILITARES DE LA GUARDIA NACIONAL COMO A METRO Y MEDIO DE ELLA, YO ME IBA ACERCANDO, IBA SANGRANDO Y LOS MILITARES ME GRITABAN NO TE ACERQUES, NO TE ACERQUES CULERO TE VAMOS A MATAR, OIGA PERO NO TRAIGO NADA, AY\u00daDENME POR FAVOR, MI SE\u00d1ORA EST\u00c1 EMBARAZADA Y NOM\u00c1S SE NOS QUEDABAN VIENDO.\u2026LUEGO LA ABRAC\u00c9 Y LUEGO SE ARRIMARON A LA TROCA Y SE FUERON LOS DE LA GUARDIA NACIONAL..\u201d.<\/p>\n\n\n\n
Finalmente, LUIS AD\u00c1N RODR\u00cdGUEZ SANTIAGO explic\u00f3 que el ARTILLERO que les dispar\u00f3 grit\u00f3 a sus compa\u00f1eros \u201cVAMOMOS, V\u00c1MONOS\u201d y se subieron a la camioneta blanca de la GUARDIA NACIONAL y huyeron hacia el sur de la ciudad, es decir, hacia el kil\u00f3metro 26 y que a los pocos minutos lleg\u00f3 otro veh\u00edculo tipo CHARGER de la GUARDIA NACIONAL DIVISION CAMINOS y un oficial les prest\u00f3 AUXILIO, ayudando a su primo EDWIN quien estaba llamando por tel\u00e9fono pidiendo UNA AMBULANCIA.<\/p>\n\n\n\n
Las otras v\u00edctimas de esta cobarde agresi\u00f3n por parte de personal militar de GUARDIA NACIONAL son:<\/p>\n\n\n\n
1.- VER\u00d3NICA PATRICIA TREVI\u00d1O, 24 a\u00f1os, internada en un Hospital particular.
2.- EDWIN LEONEL TIZANO GARC\u00cdA, 14 a\u00f1os, convaleciente en su domicilio.
3.- FELIPE GARC\u00cdA GARC\u00cdA, 54 a\u00f1os, FALLECIDO.
4.- MIRIAM MARIANA FLORES PIZANO, 15 a\u00f1os..FALLECIDA.<\/p>\n\n\n\n
Por este conducto, LUIS AD\u00c1N RODRIGUEZ SANTIAGO as\u00ed como los familiares de VER\u00d3NICA PATRICIA TREVI\u00d1O, EDWIN LEONEL TIZANO GARC\u00cdA, FELIPE GARC\u00cdA GARC\u00cdA Y MIRIAM MARIANA FLORES PIZANO,
desean nombrar como sus representantes jur\u00eddicos a los ciudadanos Abogados ROBERTO PUENTE MART\u00cdNEZ Y EDGAR NETRO ACU\u00d1A as\u00ed como al Licenciado Raymundo Ramos V\u00e1zquez ante la Comisi\u00f3n Nacional de los Derechos Humanos, Guardia Nacional y Secretar\u00eda de la Defensa Nacional, indistintamente, fijando como domicilio para OIR Y RECIBIR NOTIFICACIONES EN AVENIDA NARCIZO MENDOZA n\u00famero 1027 Interior 1, Sector Aduana, con n\u00famero telef\u00f3nico 867. 146-8707.<\/p>\n\n\n\n
Por todo lo anteriormente expuesto Se\u00f1or Presidente de los Estados Unidos Mexicanos, Licenciado Andr\u00e9s Manuel L\u00f3pez Obrador, este Comit\u00e9 de Derechos Humanos le solicita respetuosamente ordenar una Investigaci\u00f3n Exhaustiva, Urgente y Trasparente de los hechos denunciados en el presente escrito, tomando en cuenta su car\u00e1cter de COMANDANTE SUPREMO DE LAS FUERZAS ARMADAS del pa\u00eds, as\u00ed como su firme intenci\u00f3n y m\u00faltiples esfuerzos por militarizar la GUARDIA NACIONAL poni\u00e9ndola bajo el mando ADMINISTRATIVO Y OPERATIVO de la SECRETARIA DE LA DEFENSA NACIONAL.<\/p>\n\n\n\n
A la Comisi\u00f3n Nacional de los Derechos Humanos, le solicitamos lo siguiente:<\/p>\n\n\n\n
PRIMERO: ADMITIR LA PRESENTE QUEJA CON CAR\u00c1CTER DE URGENTE Y CON FUNDAMENTO EN LOS ART\u00cdCULOS 1\u00ba y 8\u00ba DE LA CONSTITUCION POLITICA DE LOS ESTADOS UNIDOS MEXICANOS.<\/p>\n\n\n\n
SEGUNDO: ENVIAR PERSONAL DE VISITADURIA, SICOLOG\u00cdA Y PERITOS DE ESTA HONORABLE COMISION NACIONAL DE LOS DERECHOS HUMANOS (CNDH) AL MUNICIPIO DE NUEVO LAREDO PARA INVESTIGAR LA PRIVACION ARBITRARIA DE LA VIDA DE LA MENOR DE EDAD, MIRIAM MARIANA FLORES PIZANO, DE SU BEB\u00c9 NO NATO Y DEL CIUDADANO FELIPE GARCIA GARCIA AS\u00cd COMO LAS LESIONES GRAVES DE LUIS ADAN RODRIGUEZ SANTIAGO, VER\u00d3NICA PATRICIA TREVI\u00d1O, EDWIN LEONEL TIZANO GARC\u00cdA, FELIPE GARC\u00cdA GARC\u00cdA Y MIRIAM MARIANA FLORES PIZANO,<\/p>\n\n\n\n
TERCERO: EMITIR MEDIDAS CAUTELARES EN FAVOR DE LA POBLACION CIVIL DE NUEVO LAREDO, TOMANDO EN CONSIDERANCI\u00d2N QUE ESTAS PERSECUSIONES Y ENFRENTAMIENTOS ENTRE PERSONAL DEL EJERCITO MEXICANO O GUARDIA NACIONAL Y CIVILES ARMADOS PONEN EN RIESGO LA VIDA E INTEGRIDAD DE SUS HABITANTES, PUES SUS LABORES DE APOYO A LA SEGURIDAD P\u00d9BLICA NO SE AJUSTA AL MANUAL DEL USO DE LA FUERZA DE APLICACI\u00d3N A LAS TRES FUERZAS ARMADAS DE FECHA 22 DE MAYO DEL 2014 DEJANDO GRAVES CONSECUENCIAS COMO LAS ANTES DESCRITAS AL INICIO DE LA PRESENTE.<\/p>\n","protected":false},"excerpt":{"rendered":"
